In support of this contention I would add that within the next 12 months a similar position is likely to arise in the case of Kr. Henderson, temporary Assistant Engineer who has also a special allowance of 2140- he could contend that upon being placed upon the permanent establishment he would become senior to many others with much longer service. Thus at any time new - men starting with heavy special allowances might, if placed upon the permanent establishment, claim seniority.
